Guam Bar Association
The Guam Bar Association is an integrated bar, established by Guam law as a public body corporate. Its purposes are to improve the administration of justice and the standards of the legal profession, encourage higher and better education of its members, assist in the admission and discipline of its members and in the formulation and administration of measures to prevent the unauthorized practice of law, and assume such other responsibilities and duties as the Supreme Court of Guam may from time to time determine.
Guam Compiler of Laws
The Compiler of Laws is responsible for officially publishing the Session Laws of the Guam Legislature, the Guam Code Annotated and updates thereto, the Guam Administrative Rules and Regulations, Supreme Court of Guam Opinions, Executive Orders and Attorney General Opinions. See Title 1GCA § 1602.
Guam Law Library
Before the creation of the Guam Law Library, Professor Marian Gallagher from the University of Washington School of Law was invited to Guam into 1978 to prepare a study of the law library resources on Guam and to assist in the passage of the laws establishing the Guam Law Library.
Guam Legal Service Corporation
This legal services program is funded through the Legal Services Corporation (LSC). The LSC is a private, non-profit corporation established by the federal government to ensure equal access to justice under the law for all Americans by providing legal assistance to those who otherwise would be unable to afford it. LSC was created in 1974 and is funded through congressional appropriation.

The people of Guam and the Government of Guam rely on this Office to serve as their guardian to ensure the effective and efficient administration and management of public funds and programs. This office will endeavor to provide independent, nonpartisan, accurate and timely assessments of the Government of Guam’s financial and operating activities in accordance with generally accepted government auditing standards.
